They keep the video card up to 5º-10º cooler.
This cooler is great if you have a hot video card or just want to do a little overclocking.

Good: Extra cooling, lighted 'BLUE' fan. Dual fans do a good job of providing extra air flow.
Bad: Noise. Can be loud. Dust accumulation can cause fans to get noisy.
For the money, a good way to get better airflow.
